Mexico's Pemex to Build Major Oil Refinery
President Andrs Manuel Lpez Obrador said state oil company Petrleos Mexicanos would build a new oil refinery after bids by private companies came in above his government's $8 billion budget.
The refinery, to be built in the southern state of Tabasco with capacity to process more than 300,000 barrels of crude oil a day, is one of Mr. Lpez Obrador's signature projects and part of his plans to raise Pemex's production of fuels and reduce Mexico's reliance on imports.
But the decision on Thursday is an added burden for Pemex, the world's most indebted oil company. Pemex has had its credit ratings cut to the lowest investment grade by Fitch Ratings and Moody's Investors Service, raising concerns among economists that further downgrades could put pressure on the country's sovereign credit ratings.
