新法规的起草是应对2010年墨西哥湾石油泄漏灾难。
爱尔兰已经代表欧盟政府与欧盟议会进行了谈判，因为爱尔兰是2013年上半年欧盟轮值主席国。

EU Reaches Preliminary Deal on Offshore Oil, Gas Safety Drilling Rules
BRUSSELS--The European Union has reached a preliminary agreement on new rules to guarantee the safety of offshore drilling for oil and natural gas, an Irish official said Thursday.
The new legislation was drawn up in response to the 2010 oil spill in the Gulf of Mexico.
Ireland was negotiating with the EU parliament on behalf of EU governments as it holds the EU presidency until June.
