中国石化新闻网讯 据美国合众国际社2月18日卡尔加里报道,加拿大政府和美国政府周一在加拿大艾伯塔省卡尔加里签署了一项有关分享地区能源领域中最佳实践的谅解备忘录。
加拿大国家能源局主席加埃唐·卡隆宣布,加拿大国家能源局18日与美国安全和环境执法局签署了这项协议。
卡隆在一份声明中表示,这项协议为两个机构之间在共同关心问题上的合作奠定了基础,这项协议是分享最佳实践和支持有效监管结果的一个重要步骤。
总部设在卡尔加里的加拿大国家能源局说,签署谅解备忘录的目的是为了在与监管实践和具体能源项目有关的事情上促进信息共享。
在油气储量方面,加拿大和美国是地区的领导者。
加拿大管道公司TransCanada打算建造Keystone XL管道以便把艾伯塔省的石油输送到美国南部的炼油厂。由于这个项目将穿越美加接壤边界,TransCanada公司需要获得美国国务院的批准。
备忘录有效期为5年,任何一方可以要求更新谅解备忘录。

Canada, U.S. sign energy cooperation deal
CALGARY, Alberta, Feb. 18 (UPI) -- The Canadian and U.S. governments announced the signing of a memorandum of understanding on the best practices in the regional energy sector.
Gaetan Caron, chairman of the Canadian National Energy Board, announced the signing of a MOU with the U.S. Bureau of Safety and Environmental Enforcement.
"It lays the groundwork for cooperation on matters of mutual interest between our two agencies and it's an important step in sharing best practices and supporting effective regulatory outcomes," he said in a statement.
The NEB, an independent agency with headquarters in Calgary, said the MOU aims to facilitate the sharing of information on matters related to regulatory practices and specific energy projects.
Both countries are among the regional leaders in terms of oil and natural gas deposits.
Pipeline company TransCanada aims to build the Keystone XL pipeline to ship Alberta oil to southern U.S. refineries. The company needs the U.S. State Department's approval because the project would cross the U.S.-Canadian border.
The MOU covers a 5-year period, which is renewable by either side.
